Offloaded by Immigration

I do not understand why the immigration officers are not allowing some Filipino citizens to get out of the country even if the person has all the required documents to travel (hotel booking, return air ticket and even show money). As far as I know, it is every Filipino citizen's right to travel, not unless you have a hold departure order from the court.

I recently was offloaded by the immigration officer stationed at Clark Airport. I was really pissed off since i already booked my return tickets and hotel. Since I got a promo air ticket and hotel booking, I was not able to refund the money. Too bad!

I hate the Philippine Immigration, I wish we have an effective system like in Singapore, Thailand and Hong Kong. These countries allow their citizen to travel without hassle.

  3. i posted a complaint but i dont know where it went. just want to get this out. will these complaints be fwded to the govt agencies and acted upon? whats the purpose of this blog? anyways.

i wanted to have my wife's and kids' birth cert authenticated and certified true copies as required by malaysian immigration for visa processes.

i got the shock of my life when i found out that the service fee for a freaking stamp for each doc is 96 malaysian ringgit (1000php estimate). to add insult to injury, i would have to photocopy the docs myself. the 96 myr service fee does not include the photocopy service. what crap of service. so expensive. parang hold-up. nakakahiya kayo. kapwa pinoy. pina pahirapan nyo. pwe.

  6. Immigration officers are asking for money....in short "maglagay ka" the next time you travel try to place money under the table and you'll be walking to your flight without any hassle. It's rampant, ask OFW's and surely they have their own experiences with the philippine immigratipon officers....may we should try filming them or plant under cover agents to expose them!!

    2. As of this year, immigration counters I saw had new immigration officers and one of the passengers that was offloaded offered 10k and she was humiliated, her money was photocopied and then returned to her but the officer didn't allow her exit and placed her under the watchist for bribery. I think this is because they had a super raise in salary like those of sg and uk's immig officers. Well, new things are coming.

  7. worst ang cebu pacific airlines. they offer cheap fare but then iipitin ka nila sa araw ng flight mo sa immigration. kung ang pasahero magaling magbasa na nanghuhuthot lang pala ang mga officers then good for them pero panu if the passenger is not good enough to think and offer bribe di sila makakalipad talaga. ang modus nila pinagpapasapasahan ka at hihingan ka nila ng docs na wala ka.and di pa nila minsanan sinasabi what talaga gustu nila requirements.paisa isa hanggang sa maubos na oras mo at maiwanan ka na ng eroplano...so think twice guys mas ok na yung mahal basta sigurado.oo nga nman pag inipit ka nila magkakapera sila either magbribe ka or forfeited na fare mo..so wala kang choice kundi magbook ka again.

    1. I agree with hahanapan k nila ng mga kagaguhan requirements hangang s maubis ang oras mo!
The Immigration officers are obviously depriving the rights of the filipino citizens to travel, specially those who are not really rich. They are undeniably discriminating people,if your physical appearance doesn't look well, they're gonna criticized you. I have witnessed how the interview is being done, they interrogate the passengers who look so weak.
But in my case, they really messed up my flight! they have asked bullshits personal questions, they have also asked for some requirements and when i was able to provide it, they'd asked again for more! til i finally missed the flight!..nakakgago mga pingagagawa nila s mga tao!
They are even inconsistent! There were passengers that I chatted before checking in, they were 3 including a 1 year old baby, but they dont have a copy of their hotel reservations, But since they have a child with them they allowed them to go. meanwhile , according to the rules a passenger must have RETURNED TICKET ND A HOTEL RESERVATION.
      asan ang consistency?
Nakakabuwisit isipin n kapwa mo filipino at taga gobyerno ang mismong tumatrantado s mga tao dto s pinas. No wonder why the other nationalities look down us, coz we ourselves, don't even know how to respect each other's rights. Pati b nman freedom to travel n magliwaliw ppakialaman nila, ano nman prueba nila n ang lahat ng pashero n hharangin nila e gagawa ng iligal doon?alam ntin lahat n may ganyan bgay n nagyayari ,pero sana nman ayusin nyo mga tamang hinala nyo!dahil s gngawa nyo PERWISYO N DULOT NYO S TAO!

    4. i also was offloaded by our immigration here in terminal 3. And its true, they are asking for documents that you dont have, and if you were able to present the documents they needed, they will even question the info on the documents. Di ko malilimutan ang itsura nung babae na nag-interview saken, matandang babae na napakakapal ng make up. Now i realize she only wanted me to bribe..I even feel embarassed.
wla tlgang kwenta ang ating immigration. Sana basta may ticket ka paalisin ka...they are depriving us on our freedom to go and travel abroad.

  18. I'm a frequent traveller to the Philippines and similar things have happened to me by cowboys/immigration so called officers they have put me on a black list to rmove myself from the list they , well so called lawyers asked last week half a million peso and this week it's come down to 350,000 p what an absolute scandal I will just bring my fiancé to my country,I was meant to attend a young 14 yr olds funeral and couldn't give support to my fiancé and her grieving family,102 times I've been to Philippines and the system is corrupt I even had a waiver of exclusion from Philippine consult in my country and immigration say it's not valid that cost me over 10,000p to obtain. My partner and myself meet in other respectful countries and even then she has problems with Philippine immigration are they just simply jealous ! What is up there rear ends. It's no wonder other travelers choose to go to other countries and make Philippines look an absolute disgrace.Until such time if it ever happens and they act in a civil and normal manner Boycott the country. No way on gods earth would I subject my aging parents to there corrupt un professional ways.

  19. I supposed to go to Kuala Lumpur this morning. I already paid the travel tax and everything. My documents are all intact. I even have my return ticket. I am a professional and I just wanna travel to KL. An immigration officer offloaded most all the Filipino who wanted to travel as tourist in Kl and Singapore. What made me so upset and feel depressed was the case of the other Pinay who happened to have a tourist visa from Malaysian embassy together with her was the invitation letter from her Malaysian friend. What bothered me most was that Malaysian sponsor of her included her Malaysian bank account with millions of money atated.Isn't that enough you all immigration crocodile? Please clear my mind. what does that immigration officer want? What does our government want from every Filipino who are trying to be decent and wanted to try their luck in other country whether as visitor or chance worker? Don't tell me that our people has no right to travel and those corrupt officials can freely come and go of this country. Why are this immigration officer inhumanely mistreating their fellow Filipino? Okay, It is granted that they care for the life of each Filipino going abroad as tourist, but what is your definite rules and regulations for stopping them going out? Why Don't you consider the lives of other nationalities in which their government trust them and allow them to explore outside their own country, look at Indians,Chinese, Indonesians, etc. Most of them are enjoying that freedom. and take note~ these nationalities together with their countries are becoming affluent. I do not believe that the ordinary Filipinos are prisoner of in their own land. Poor system!!! Wake up, we need media in Clark International Airport. Please make a definite rules and do the immigration interview days before the departure.

  20. Why do the innocent traveller have to suffer the inconvenience to clear his name just because he has a namesake who has trouble with the law. Shouldn't the BI have the complete details of persons on the HDO and WLO list like complete name, birthdate and place including biometrics? They just can't bar anyone from traveling without the complete info. Only in the Philippines where you have to prove that you're not the one on the HDO/ WLO list. Something is really wrong here.

  21. I hate to say it, but welcome to the Philippines. Everything is corrupt from the judical system on down, and unless you pay graft to someone in a pseudo position of authority, you'll find yourself getting nowhere quickly. The Filipinos know this all too well. As for exiting the country, the fear (and reality) is that exiting is not likely to result in a return in many cases, so the government is quick to suppress travel believing the exodus will lead to a drain of resources, talent and most importantly, tax revenue. Why let them travel when you can more easily suppress them under some inference of authority? Too many Pinoys have already realized that the opportunities in the Philippines are significantly limited by the level of corruption and other Pinoys suppressing their own fellow citizens -- rather than work together to lift each other up, the Philippines are the only culture so catty as to work against each other and tear each other down, which explains the state of the country.

And so long as that's the prevailing attitude, it will never amount to much more than a call-center outsource for Western nations.

    Pity.

  22. I agree, grabe mga immigration officers dyan sa terminal 3, i got offloaded last July 10 even when i have my return ticket, hotel booking and show money, they asked for my ID and question about work but they did not allow me to get onboard kase single daw ako and magta travel mag isa, malamang daw di na ako bumalik (sabay talikod)....

Even if we have all proper documents to travel they will look for something that will be grounds for your offloading, unless if they bribe you them with money, they will even escorted you, until you reach on boarding gate. Don't we have the right to travel and explore the world. I wish his excellency President Aquino will look on this issue, as it will bring bad images to our country.

  33. INFORMATION FOR EVERYONEJanuary 31, 2013 at 5:33 AM

Okay, if you want to travel hassle-free, this is what you have to know.

If you have a Schengen, Canada, Japan, Australia, New Zealand, UK or US visa, it will be very easy for you to travel. It is difficult to get visas in these countries and those who have these visas have been screened well.

Another golden ticket is your PRC ID! If you are a registered nurse, engineer, stock broker, etc., you are free to go. This proves that you have the capacity to travel. Yup, capacity does not only mean financially, it could also be mentally. Or at least that's how I see it.

If you are a first-time traveler bound for visa-free countries ESPECIALLY Singapore, Thailand, Malaysia, make sure you have a proof of employment, bring your company IDs, your DTI if you have a business. If you come from a well-known company and your ID is legit, chances are you'll be able to travel.

If you are not gainfully employed and is planning to go abroad, make sure that your sponsor is WITHIN THE 4TH CIVIL DEGREE. That means your sponsor should be a close relative. Example: parents, siblings, tita or tito (should be your either of your parents' sibling) or first cousin. Bring a copy of your sponsor's passport. If you and your sponsor do not have a name match (meaning your middle names or surnames are different), bring birth certificates that will prove your relationship. AND MAKE SURE your sponsor is already there. The Bureau has a record of everyone traveling in and out of the Philippines so please do not claim that your sponsor is there if they aren't really there.

Please do not lie to the officers. Everyday they deal with hundreds of passengers and they know their game. If you want to work abroad, that is okay. Just get the proper documents. Do not be an undocumented tourist worker.

    ---

Since everyone's complaining here, let me just show you the officers' side. Not all officers are bad. Not everyone is after your money. Not everyone abuses their power. Some are genuinely concerned about your safety. Do you know how many passengers who do not even know the name of their sponsors try to leave the country? How about those who are trying to apply as helpers in the Middle East? Some passengers do not even know what they are even doing. Some are promised a lot of money, but when they get there, they are turned into slaves. Do you have any idea how many women who try their luck abroad, starting with literally NOTHING get raped and later on commit suicide?

Sometimes you have to pause for a while and think WHY. Please do not stereotype. Again, NOT ALL IMMIGRATION OFFICERS ARE BAD. Safety is the main concern here. Please try to look for the good in everyone.

And yes, I am basing all these on experience. I am here to help. Okay, some officers can be mean. But I can assure you, not all people behind those counters who stamp the passports are assholes. I know I am not. And so are most of my colleagues. Let me help.

    2. hi mam/ sir
I hope you will reply to this message. I am a wife of a schengen country citizen, I was offload because they said i need CFO and authenticated marriage contract. They didnt accept my local registry marriage contract. I went to immigration office in Davao City since i reside in here I asked about it and the Supervisor officer said Its not necessary for me have Cfo, but the immigration officer at the airport insist on it. The authenticated marriage contract is not a problem because i can acquire it easily.
      waiting for your reply.
      Thanks

    4. dear Mr. Information for Everyone,

in your 2nd paragraph, you mentioned countries who strictly screen visas prior to travel, kung baga, these r the countries on which you applied for visa in their respective embassies a few weeks or months before travelling.. since, South Korea is not mentioned above, r u trying to tell me hindi ganon ka strict ang korea? for your information po, super strict ang visa application ng Korea but i wonder why I almost got offloaded from my flight a month ago. Isa pa, you also mentioned that those individuals with PRC i.d's ay hindi po mahihirapan.. paano po yan, Licensed health professional po ako ngunit, sa tuwing umaalis ako ng bansa, ini-interrogate po ako ng mga kasamahan nyo po. last month, one immigration officer in Mactan Cebu int'l airport asked me to place all my dollar bills to make sure po daw nah my pera ako! tapos hindi pah sya nah satisfy, pinaphotocopy nya po yung credit cards and ATM cards ko po! ayo kp sanang ibigay yung cards ko ngunit tini-threaten nya po ako nah kamag wala silang file copy ng cards ko, he will be forced to offload me!! effin' crazy immigration officers..sinabihan pah ako baka daw Human trafficker ako ng korea! punyeta..ky ganda ng trabaho ko dito sa Pinas at gusto ko lang mag bakasyon sa ibang bansa, kahit ano nah yung mga sinasabi at hinihingi nya sa akin. nakakainis po talaga.
Siguro po dapat nyong bagohin patakaran nyo..mga immigration officials.. i dont get why you tend to be so strict with us, ordinary individuals yet nalulusutan po kayo ng mga kriminal, pushers at iba pa..

Bakit mayaman lang ba pwedi mag travel abroad, at hindi lahat ng umaalis eh nag hahanap ng trabaho, may mga tao na gusto lng mag hanap ng peace of mind kaya by going to other counrty like malaysia or singapore is not big issue.nag papahanap sila ng documenbts na alam naman nila na wala namn un. . grabe kapwa pilipino pineperahan, inagkakakitaan,.

  34. NOT ALL IMMIGRATION OFFICERS ARE BAD. But definitely, most of them. As you stated, they must bring company ID's so they can travel freely. How about people who have been given a gift to tour or people who earned their money to travel?
How about people who want to bring their GF or BF for a tour? they cannot because you are opposing those people from travelling. Why are BI officers opposing them to travel. It's our freedom to travel whatever purpose we have as long as we have proper docs. You want us to thank you for protecting our people? Why do you accept money from people if you are protecting us. It looks like you want to be called heroes of this country but as we all know you are the pest that continue killing our own kababayan.

  37. I was offloaded at Terminal 3 on my way to Macau just because they saw a 6 month F (business) visa (China) on my passport. Naghinala sila na nagtrabaho daw ako dun for 6 months. Business nga ang ipinunta ko, dala ko documents and emails and authorization letter na notarized pa pati invitation letter na notarized din, sinilip nila yung dating passport ko, may record daw ako na 1 year sa China. Of course, sinabi ko na I worked there before, may work visa ako at ipinakita ko yung OEC ko galing POEA, legal lahat. Hindi ako magwwork ng illegal. Ngayon kasi tourist visa lang ang inissue sa akin, I just wanted to celebrate Chinese new year dun, sabi nila kumuha daw ako ng work visa. Sabi ko nga hindi naman work ang pakay ko at in 4 days uuwi ako may return ticket na ako. So hindi ako nakaalis. So this morning, i tried din. Ganun din. Sabi kumuha daw ako ng work visa.

    2. Same case here.

BAKIT???

So we want meet us at the Airport in HK.
But after i read all the post here, i am sure the immigration officer will not allow her to fly, also when she has a copy of my passport and the paper from HK embassy with our term for marriage.

So will i must fly to the Philippines Airport to go with her to Hong Kong.
Anyone experience if this really helps?

    1. In my opinion, you're more likely to be suspected of human trafficking if that's your plan of action.

If I were you, arrange to marry your girlfriend in the Philippines, then fly with her in HK or anywhere for a honeymoon.

  41. I was offloaded by a female immigration officer in Mactan Cebu airport for a flight to Kuala Lumpur because of missing documents. I had to take book a flight to Manila the next morning and fly to KL using the Manila airport. Mind you it was the holiday seasons, so ticket prices are exorbitantly high. Apparently they do not have the same rules as in the Manila airport. I recommend foreign workers to avoid taking international flights using mactan, cebu. Obviously, I was cherry picked from among the many passengers there so I have no choice but to rebook my ticket and pay the booking price and other ridiculous taxes. I believe she picked me because I wrote my salary on their form and know I could afford to buy those tickets and pay all the crap I had now to go through.
I know here name and even found her on facebook. She has a daughter and used to live in Dumaguete. I know a lot about her. I dont have a lot of people that I hate but she was definitely on the top for some time. God forgive me for thinking all the evil thoughts I have thought. It was a trauma but now I can say that I am over it. Posting to this forum has helped a lot so thank you for reading my complaint and know that I feel your pain about these particular set of unprofessional and corrupt immigration officials.

  47. Good Afternoon everyone,,,I just want to share what happened last year markedly Nov 2012[I forgot the exact dates].Five of us we're first time to go abroad.

We are all ready to go in Hong-Kong.We have paid travel tax and terminal fee.On my part my passport was stamped and they said it's already okay, means I can get inside. However my companions were left and they said"Go there, behind us' and you also join them.[pointing at me].I was really shocked. And middle aged woman approached and have told us,,,Where are you going? What country? How about your pocket money? Where's the invitation? and lastly Show me your passport?[at napansin q sla nagbblungan un mga IO]....and then she said'Okay okay na pwede nyan'.Akla q hndi na kmi mkkalis...sbi nla ng-iingat lng daw sla bka mdeport kmi s HK.,,but when we arrived at HK airpot and to HK immigration it was really easy. They just looked on my face and even smiled at me.They are well disciplined...unlike here[hndi naman laht ksi mabait un ng-approved skin----slamat po sau Kuya IO].Sadly one of us ay naoofload,,,5 sna kmi pro nhold un isa.Pro I will go back to Hk this Oct.ssmhan q sya sna hndi sa ul8 mofload o pti ako.Sa laht ng mgtratravel pray nlng kayo,......it's really Effective and Powerful.

  48. Hello,,you're right. It was really easy in Hong-Kong and as I observed prang walng nhohold o offloaded. However I do respect naman un mga IO ntin dito sa Philippines because on my part din mabait un ng stamped ng Passport ko even it was my first time to travel abroad.Thank you, thank you and thank you k Sir IO.I have observed lng na polite k sa knila and kind mgging okay ang lahat.

  50. All of the complainants here are just trying to get themselves satisfied and relieved from sama ng loob, right guys? So lets do our part nalang po, be a good Filipino. Kasi I tried to be a good person naman.

Just the other day, a friend of mine was off loaded by an Immigration officer by the name of Jane, my friend wasn't able to get her last name. the reason for not allowing my friend to board is she is holding a working Visa. how on the earth this IO knew well in-fact she doesn't know how to read the visa because it is written in a different language. masyado na discretionary ang pag aallow nila sa pag papaalis ng tao. they have double standard.Pero pag mga kreminal pwede nila paalisin if the price right. Nananawagan ako kay Vice Preisdent Binay, Pls do something about this abuse of discretion of an Immigration Officers.

Ang nangyayari kasi, ordinary travelers are at the mercy of some presumptous, power tripping - or worse, corrupt - immigration officers.

Not to mention yung embarrassment.

Lahat naman tayo we have all the right to travel. I hope the philippine government should do something about this.

  78. I was on my flight to India for a tour. I was still a student back then, i was only going to visit my friends and i love travelling to places with interesting cultures. Anyway same thing happened to me, questions and documents, i got visa and the money, but i dont have hotel booking coz im gonna stay with my friends. They say i need that and an invitation. So the plane already took off. I was worried about my luggage! So i called some friends and they told me, lagay lang klangan ng mga yan. I was willing to give money because of all the hassle ive went through, i just wanna go. I was still on the phone and i showed my cash to the officer. She said miss bwal mag labas ng pera dto at magcellphone kung gusto nyo po dun tayo sa labas. That was my cue! I was waiting for the right time, our eyes met from time to time. I know shes sending me a message. I just sat there nervously waiting coz im gonna do something not legal. Until i realized its not worth the money and the effort. So i went out booked a hotel and got an invitation. It was the longest day of my life! i went back to the officer, and more questions! She said i looked like a singer of a band, and asked if im gonna go there to be an entertainer. It was very humiliating. I was studying in a famous school, she asked if im really from that school can i sing the school hymn! Take note i have my id and LOA letter with me. I know our school hymn by heart so i sang it, my self respect was getting thinner and thinner every minute. I just want to cry that time, and storm out, i dont want to travel anymore. I wanted to run to my parents and sue those immigration officers. But after all the desperation, anger and exhaustion ive experienced that day, i will not go down without a fight. Ive answered all thier bs questions, until another shift of officers came in. She ran out of questions and told me shes just concern, for a young girl travelling alone in a dangerous country. My God! I hope u toldme that before the plane left 10hours ago! Maybe the lady just got tired of me and told me to go to the second flr. rebook my ticket and get the next flight. I was not happy, coz i get to pay 100$ to rebook and the next flight is on the next day and i was a chance passenger! I didnt slept that night i went out with friends, i just needed a break after all that. I go straight to the airport from a bar! The lady imiigration officer was there, called a personnel from the airline, took my stuffs and escorted me to my seat. Ivebeen travelling a lot after that experience, but it caused me trauma, even until now that i have graduated and have an awesome job. Everytime i pass by immigration, i feel like im gonna be called again. It gives you that feeling that you are a criminal, when you have done nothing wrong. Nakaka trauma.
